Who this page is for

State agencies, counties, cities, special districts, school districts and public universities that need a ticketing system for constituents, residents or staff, and a vendor they can actually buy it from. If you have searched for a Zendesk reseller for government, ticketing for government, or SAM.gov Zendesk, this is the page.

Buy Zendesk through ShadowRock

ShadowRock is an authorized Zendesk reseller and a Zendesk Premier Implementation Partner based in Texas. We are registered on SAM.gov and on Cal eProcure, and we hold a California Small Business / Micro Business certification, which may count toward small business participation goals on California state contracts. Registration details are available on request. See [how buying Zendesk through ShadowRock works](/partners/zendesk/buy). Verify our Zendesk partner status on the Zendesk Marketplace.

  • Direct quote. Send us your seat count, the channels you need and your purchasing requirements, and we return a quote that covers Zendesk licenses and implementation on one document, written to fit your procurement format.
  • Public-sector purchasing. We can respond to RFQs and informal solicitations, provide the registration and certification documents your purchasing office needs, and align the license term with your fiscal year.
  • One contract. Licensing and implementation in one contract means one vendor to manage and one point of contact when something needs to change.

Zendesk's FedRAMP scope, stated plainly

Zendesk describes its government offering as a FedRAMP-authorized cloud solution. That authorization covers a specific Zendesk environment and set of products, not every feature in the Zendesk catalog. Zendesk's generative AI features, including Zendesk AI agents and Zendesk Copilot, sit outside the FedRAMP boundary. If your agency requires FedRAMP, plan on ticketing, help center, messaging and reporting within the authorized environment and treat generative AI as out of scope until Zendesk states otherwise. We confirm the current authorized scope with Zendesk before we quote, and we will tell you in writing what is and is not covered.

Many state and local buyers do not require FedRAMP and instead work from their own security questionnaires, StateRAMP, or data handling policies. We help you map those requirements to Zendesk's published security documentation and configure the account to match: data residency options, SSO, role permissions, audit logs and retention.

Accessibility

Public agencies are accountable for accessible services. Zendesk publishes Accessibility Conformance Reports using the Voluntary Product Accessibility Template (VPAT) and states that its recent audits were conducted against WCAG 2.2 AA, which agencies can use to assess Section 508 compliance. On the implementation side, we keep help center themes and forms within the standard accessible patterns, test keyboard navigation on the forms we build, and avoid custom widgets that would break screen-reader support. Where a form needs custom code, we test it rather than assume.

Constituent and resident services

The requests a city or agency receives from residents look like customer support with higher stakes: a permit question, a utility billing dispute, a records request, a report of a broken streetlight. Zendesk gives constituents one place to ask, by web form, email, messaging or phone, and gives staff one queue with categories, service targets and reporting. Citizens get a ticket number and status updates instead of silence. Supervisors see which request types are late and which departments carry the load. [Separate brands or groups](/solutions/zendesk-multi-brand-setup) keep a public-facing desk apart from an internal [IT](/solutions/zendesk-it-service-desk) or [HR](/solutions/zendesk-employee-service) desk on the same instance.

How we approach a government implementation

  • Discovery with the departments that receive requests, so categories reflect the work rather than the org chart.
  • Intake forms designed per audience: residents, businesses, internal staff, with conditional fields so each sees only what applies.
  • Routing by category and department, with service targets your council or board can report on.
  • A help center that answers the common questions before they become tickets, built on an accessible theme.
  • Approval workflows for requests that need sign-off, with an audit trail.
  • Training for staff and administrators, and documentation your IT team can maintain.

Our public-sector proof, honestly described

Our government and education work to date has been forms and intake engineering rather than Zendesk ticketing deployments, and we say so. We rebuilt a public school district's concurrent enrollment application with a student-parent-counselor signature sequence delivered by text message. We designed a nightly export integration for a public university that delivers approved form submissions as CSV, Excel and PDF files to staff. We upgraded a county medical center's WIC program forms and applied the corrections its state WIC office required, using a copy-and-approve method so live forms were never edited blind. The intake, approval and verification discipline in those projects is the same discipline a constituent ticketing system needs.

What to check before you buy

  • Whether your procurement requires FedRAMP, StateRAMP or your own questionnaire, and whether generative AI features are in or out of scope for you.
  • Which purchasing vehicle applies: direct quote under your threshold, informal quotes, or a formal solicitation.
  • Whether small business or California SB/MB participation counts toward your goals.
  • Which departments will share the system, and which must stay separated.
  • Your accessibility standard and who signs off on it.

Yes. We are an authorized Zendesk reseller registered on SAM.gov and Cal eProcure with a California Small Business / Micro Business certification. Registration details are available on request.

Zendesk describes a FedRAMP-authorized cloud solution covering a specific environment and product set. Generative AI features such as AI agents and Copilot are outside that boundary. We confirm the current scope with Zendesk before quoting.

Zendesk publishes VPAT-based Accessibility Conformance Reports and states its recent audits were against WCAG 2.2 AA. We keep the help center and forms we build within accessible patterns and test them.

Our public-sector projects to date are forms, intake and integration work for a school district, a public university and a county medical center program. Our Zendesk ticketing deployments are in the private sector. We are open about that.

Yes. Brands and groups keep a public constituent desk separate from internal IT or HR desks on one instance with one set of reports.
